It is important that all Missouri Citizens be told about this bill
and that they call their State Representative as soon as possible!


BILL ANALYSIS:

HB 1679 - Wayne Crump (D), Mark Richardson (R), Derio Gambaro (D), James Foley (D), Esther Haywood (D), James O'Toole (D), Bruce Holt (D), Francis Overshmit (D), & Wes Shoemyer (D).

Betting parlors (bookie joints). Authorizes simulcast betting of horse racing with no limits on the number or frequency of electronic races. Current state law allows for horse track racing and betting in Missouri but simulcasting is only allowed on the same number of days as live racing is conducted at a track. Under this bill a track operator gets 365 days of electronic Simulcasting if he would only conduct a minimum of 20 days live racing within 18 months of licensure, 30 days in the next 24 months, and 50 days every year thereafter. Also, any "surplus" revenues would be sent to the School Moneys Fund - although no new revenue income is projected by any state agency!

ACTION NEEDED:

HB 1679 was voted "do pass" by the House Miscellaneous Bills and Resolutions Committee by a vote of 7 to 1 on 2/20/02. At this writing the bill is already on the House Calendar slated for full House debate as soon as the House finishes perfection of the casino bill. It's imperative that you find as many folks as possible to make phone calls to members of the Missouri House of Representatives. Let your Representative know that any more expansion of gambling in our state is unacceptable to you and your family. Challenge them to vote against a bill that adds more gambling venues to your child or grandchildren's communities.

Remind lawmakers that when voters originally approved horse racing (without electronic simulcasting), there were NO casinos even being considered, bingo was not commercialized, and the state lottery was not advertised everywhere our children and grandchildren see and hear! On top of all this, "simulcasting" has never been approved by Missouri voters. If one of these bills were to be past, it MUST go to a statewide public vote!

Call your State Representative in the Missouri House of Representatives today! Expect to speak to either your elected Representative or their legislative assistant. Let them know how serious this issue is to you!
